In 2014 Hampstead embarked upon a plan to lead a mixed-use and mixed-income redevelopment effort in Charleston’s conveniently located Ashley River Area. The ambitious plan centered on rehabilitating and repositioning a total of 436 formerly HUD regulated apartments. 336 of those units were previously known as St. Andrews Gardens, the other Ashley Arms (described on separate page). The amply sized units at St. Andrews were nicely laid out on a 28 acre site with large open spaces and had what some referred to as “nice bones”, but were in direr need of rehab and improvement. Many were no longer habitable. Moreover, given the size of the project it acted as negative influence on the whole area. This was especially apparent upon visiting the adjacent shopping center and school across the street.
Redevelopment of the St. Andrews parcel consisted of two phases totaling 328 units, both known generally as Palmilla Apartments, although 100 units therein is further titled Palmilla Parkside (see details listed in next section on this site).
There are 228 tax credit units in Palmilla targeted to families at 60% of AMI. There is no Section 8 rental assistance. The $20MM rehab consists of the replacement of most all major systems such as flooring, kitchens, baths, windows, siding, etc. as well as the installation of desperately needed split system HVAC units.
The properties will share common area amenities to include a new leasing and community center, pool, boardroom, gym, BBQ areas, dog park and splash pad. Construction started in January 2014 and is to be complete within the next 15 months.
The redevelopment has spurred the owners of the adjacent commercial centers to improve their properties in a manner complementary to Palmilla’s. Hampstead’s architects have assisted them in designing the improvements. Hampstead has also reached agreement with the Head Start preschool across the street whereby Hampstead will provide the means to complete new road, parking lot and landscape improvements there (along with subsidies related to the commercial center as well). The school and daycare facility is an important amenity to the residents at Palmilla.
