Vintage Garndes, formerly known as Poppleton Phase II, is the second phase in Hampstead’s comprehensive neighborhood redevelopment plan of the Poppleton neighborhood. Phase II was originally structured as a HUD cooperative but has been restructured as a tax credit limited partnership with the participation of the resident advisory board as a special limited partner.

Phase II includes the rehab of 86 units and new construction of 25 units. 96 of the units are covered by a project based Section 8 contract and the remaining 15 units receive assistance from Project Based Vouchers from the City of Baltimore. The funding of the project includes private, federal, state and local sources including OAHP Green Retrofit Program Funds, Maryland Housing Rehabilitation Funds, and City of Baltimore HOME funds. The total funding of the project is over $24MM with over $9MM dedicated to hard construction costs.
